In terms of "running quarterback" you have to be excellent at both to be considered a dual-threat QB. Tebow, White, Vick, & Young would be the top guys in the last 10 years maybe ever without a doubt not in that order though.
1. Vince Young - There is no one else, he is the best pure and simple. You can make a very good case for anybody else and they are great athletes and college football players, but the pure simple fact is that VY was the best dual threat QB to ever play ball. He's got a cannon of an arm and good accuracy even with the funky sidearm throwing motion while not the fastest guy on the list he broke more tackles and juked more guys than half the running backs that played in his time. Also the very 1st player to have 3,000 yds passing and 1,000 yds rushing in the same season which should be the definition of dual-threat.
2. Tim Tebow - The guy is a bruising, efficient runner. He put up very very good stats and was the youngest player to ever win a Heisman, but that fact alone doesn't make you the best to play the game. He's got a good arm and good accuracy and he's still got 2 years left so maybe he can end up being the best but in comparison to Young. In the 2 Rose Bowl's VY had around 900 total yds and 9 td's with 0 turnovers. In last year's Outback Bowl Tebow had 200 total yds and 4 td's with 0 turnovers. He has a lot of ground to make up if he wants to be professed as the best dual threat QB and he may have the talent to do it, but I don't think there will ever be another Vince Young in our lifetime.
3. Mike Vick - He had quite possibly the most amazing arm out of any college QB ever. He could throw the ball as hard as he wanted and as far as he wanted the only problem was his accuracy. Also an outstanding runner with amazing speed and juking ability. Probably reached his potential in college because his game never fully translated into the NFL. Still very fun to watch though.
4. Pat White - He has very underrated accuracy but is lacking in the arm strength department. A very good runner who is very comparable to Vick in running style in the same way as Tebow compares to Young. He is more of a glorified running back in the spread offense and although effective when throwing, he does not throw that much which therefore hurts his claim as a good quarterback.
