So let's paraphrase;

About 45% of the schools competing in I-A football receive 9% of the revenue.

These schools have no automatic access, when others are granted automatic access.

When pushed previously, the BCS added a game to increase the revenue, therefore, not having to give up its existing revenue, while still not granting automatic access.

And finally, to quote the congressman, his issue is "Non-BCS schools getting better access to a national championship shot and the money that goes with it"

Yeah, this guy's got nothing.  He's just a crazy loon from Hawaii.
